Carlton County, Minn., Landfill Worker Avoids Jail, Will Pay $1M in Restitution for Theft

The exact amount of money that Joanne Wappes stole from Carlton County over the course of nearly three decades will never be known.

County officials and prosecutors say they believe the former transfer station clerk's heist was in the seven-figure range. Wappes herself believes it to be closer to $80,000, an attorney said Friday.

In any event, a $1 million check soon will be written to Carlton County.

Wappes, 63, received her sentence for felony theft Friday in State District Court in Carlton, finally drawing to a close a case that has given the county a black eye for a year and a half.
