Washington, D.C. — President George W. Bush's administration does not intend to implement the international climate treaty negotiated in Kyoto, Japan, according to Environmental Protection Agency (EPA) Administrator Christie Whitman. Citing the U.S. Senate's opposition to provisions of the treaty — which would require the United States to cut greenhouse gas emissions by approximately one-third by 2012 — Whitman said it was clear that the treaty would not be ratified anyway. However, she added that the president remains concerned about global warming issues.
