London — To dispose of nearly 400,000 animal carcasses now rotting in fields across its countryside, Britain is considering burying the carcasses in regular landfills. Since foot-and-mouth disease broke out two months ago, officials have culled more than 1 million animals to prevent the disease's spread. Now veterinarians say unburied carcasses could weaken that effort.
