Kansas City, Mo. — Councilman Jim Rowland has proposed a plan to implement curbside recycling and yard-waste pickup without raising taxes. Some council members are miffed that the new plan, which would require significant financial restructuring and could include layoffs, was introduced only one week before the council is set to adopt the 2001-2002 budget.
