Kung Fu Littering

Martial arts knowledge doesn't always help win battles — especially when it comes to fighting litterbugs. In Hong Kong, despite recently taking Japanese aikido self-defense training, six government officers were assaulted while trying to issue on-the-spot fines to litterers.
In one scenario, five officers were slightly injured when trying to fine a 45-year-old man for ditching a cigarette butt. The sixth officer was hurt in a struggle with a 40-year-old man who tried to flee after being caught dropping trash. Since June, nine officers have been attacked by people who can't seem to find proper disposal sites.
To alleviate this problem, the government began offering three-day voluntary aikido training courses to the country's approximately 4,000 officers in response to the $77 dollar on-the-spot littering fine enacted in late May. About 500 hundred inspectors have participated — although it hasn't always proven helpful.
