New York City Councilman Fights to Fund Rat Battle

New York — New York Health Commissioner Neal Cohen has announced that the city's rat-fighting budget will not increase for the 2002 fiscal year. However, City Councilman Bill Perkins, D-Manhattan — who says that plastic trash bags and construction projects are increasing the rat population — believes the city is not doing enough to combat these pests.
