New York, N.Y. —Several major New York transfer stations are filled to capacity and had to close their doors temporarily in the past few weeks because regularly scheduled round trips to Pennsylvania landfills were interrupted by repeated inspections and citings for safety violations. The inspections by Pennsylvania officials consequently have delayed large shipments of trash from the New York region, clogging transfer stations and leaving piles of garbage stacked outside some restaurants and supermarkets in the city.
