New York — Police have arrested workers at more than 20 scrap yards bordering Shea Stadium for allegedly dumping thousands of gallons of motor oil, antifreeze and transmission fluid into sewers and pits that empty into Queens streets and public waterways. State law requires businesses that dismantle cars to collect and dispose of the fluids at designated hazardous waste sites.
