Portsmouth, Va., Considering Contract Expansion with Wheelabrator

The Southeastern Public Service Authority is considering expanding the contract to give the authority more time to develop a long-term plan for the handling of municipal waste.

Wheelabrator’s contract with Portsmouth, Va., is coming to an end in January, but the Southeastern Public Service Authority is considering expanding the contract to give the authority more time to develop a long-term plan for the handling of municipal waste.

RePower South was supposed to build a new waste processing facility in Chesapeake to replace Wheelabrator as the authority’s lead contractor for at least 15 years, but the authority had to terminate its agreement with RePower because it struggled to meet terms of the deal.

The region’s garbage authority is looking for an interim solution to the problem of what to do about trash disposal when its current contract with Wheelabrator Technologies runs out in January, and the answer might be ... Wheelabrator.

The board of the Southeastern Public Service Authority on Wednesday authorized Liesl DeVary, its interim executive director, to lead negotiations with Wheelabrator on a possible contract extension. John Keifer, SPSA’s chairman, said that such a deal could last six months to a year, and would give the authority time to sort out a new long-term plan for the handling of municipal trash.

SPSA decided to go back to the drawing board last month when it terminated an agreement with a startup company called RePower South. RePower was supposed to build a new waste-processing facility in Chesapeake and replace Wheelabrator as SPSA’s lead contractor for at least 15 years.
