Dothan, Ala., Waiting on Appeals Process Before Expanding Landfill

The City of Dothan, Ala., has secured the permit necessary to expand its landfill, but officials say they will wait to move ahead until an appeals process has had a chance to run its course.
City officials have been working on a plan to expand its own landfill for more than five years.
Last year, the Environmental Protection Agency agreed to look into the complaints of local residents who believe the Alabama Department of Environmental Management acted in a discriminatory manner when it awarded a permit to allow the expansion.

The city has had to clear several roadblocks to obtain the permit that would allow the expansion, including prior appeals. A Florida attorney, however, filed a request for a hearing regarding the permit issuance to the Alabama Department of Environmental Management on Dec. 1 on behalf of seven Dothan residents who registered several complaints about the expansion.
The residents, who all live near the landfill located off Webb Road in eastern Dothan, claim the expansion could cause a variety of injuries to them or their properties via “fugitive dust,” odor, noise and the attraction of animals and insects known to carry diseases.
Additionally the hearing request suggested the permit violates several sections of the state’s code, including those regarding use of wetlands, discharges, groundwater monitoring and landfill design – all issues ADEM had to evaluate before issuing the permit, Corbin said.
