Maryland County Considers Lowering Landfill Tip Fee to Attract More Trash

The City of Hagerstown, Md., gave a hauling contract to Waste Management about five years ago. An unintended consequence of that deal is that since Waste Management takes the trash it collects to a landfill in Pennsylvania, the Washington County landfill has seen its volume decrease.

In order to try and attract more volume, the landfill is considering lowering its tip fee to $40 per ton for large residential trash haulers who bring in more than 10,000 tons a year. In practice, the rate would only affect three haulers.

The Forty West Landfill had a shortfall of about $183,000 last year, Mason said.

Mason told the commissioners he thinks the last rate for Waste Management's landfill was $42 per ton. The county landfill would get the trash if the city hires Republic Services. If Apple Valley Waste gets the job, that firm will probably split distribution between its recycling facilities and the county landfill.

If the county can get city trash back, that will help reduce the shortfall and the county might be able to hire a couple of workers it "desperately" needs, he said.

The proposed new rate could potentially increase revenues by $400,000, according to a county document.
