Is Reading's $95-a-year recycling fee banned by a 1988 state law requiring cities to collect recyclable material to keep it out of landfills?

Does a 2014 amendment to the Third Class City Code, allowing those cities to charge a recycling fee, apply to Reading since it's a home-rule charter city?

Should the state Commonwealth Court ignore the 2014 amendment because it conflicts with the 1988 law?
