California Grant Program Offers Amnesty For Tired Tires

Sacramento, Calif.-The California Integrated Waste Management Board (CIWMB) has approved $1 million in grants to help local jurisdictions collect and recycle waste tires.

"Nearly 28 million waste tires are generated in California each year. Half are utilized in some manner, but the other half are either landfilled, stockpiled or dumped illegally," said Jesse R. Huff, CIWMB chairman.

Of the 96 grant applications received, the board approved 22 programs based on the quantity of used tires that may be diverted from landfills; costs for processing; market availability; and probability that the project is technically and economically feasible. The board monitors the grant progress quarterly and pays for eligible reimbursements.

Grant recipients include Ventura, San Diego, Kern, Alpine, Stanislaus and Merced counties and the city of Fresno, all of which will offer tire collection amnesty days.

Trinity County's program offers monetary awards for each tire collected by local non-profit groups. In addition, the group that collects the most waste tires will receive an award.

San Bernardino County has planned a public education campaign and will establish an 800 telephone number for citizens to report illegally dumped waste tires. To assist with collection, the city of San Bernardino will develop a tire rack that will be placed on city collection vehicles.

Some of the corporate grant recipients will try to increase the market for and availability of retreaded tires. Others will focus on new methods to create and utilize crumb rubber. One firm proposes to develop a bicycle tire that doesn't use air; another will study how tires can be used as a habitat for marine life.

The grants are funded by a 25-cent fee per tire charged to consumers who leave their used tires with dealers.

Acquisition United Waste Systems Inc. in Greenwich, Conn., has acquired Pete's Disposal, Grand Rapids, Mich.

Contracts The California Integrated Waste Management Board has awarded a contract to the Oakland, Calif., office of CH2M Hill to develop cleanup plans for disposal sites.

GreenCycle of Georgia Inc., an affiliate of GreenCycle Inc., Northfield,Ill., has contracted with the city of Warner Robins, Ga., to process the city's yard debris.

SCS Field Services, Long Beach, Calif., has been awarded a contract by the SPSA of Virginia to install a landfill gas collection system at its Suffolk, Va., regional landfill site.

Distributors Automated Waste & Recycling Systems Ltd., Brooklyn, N.Y., has been named a distributor for Marathon Equipment Co., Vernon, Ala.

The newly formed company Spectrum Equipment International, American Falls, Idaho, has become a distributor of AMS soil and groundwater sampling equipment.

Filed Suit Tire Service Equipment Manufacturing Co. Inc., Phoenix, has filed suit against Arizona Rubber Co. and Gary Kertson, both of Phoenix, and Bead Seater Corp. and Norman Demers, both of Manchester, N.H., for the infringement of its U.S. patent, "Pneumatic Method and Apparatus For Seating Tubeless Tires."

Fiscal Chambers Development Co. Inc., Pittsburgh, has announced that its net income for the second quarter of 1994 was $0.9 million compared to $0.7 million in the same quarter of 1993. Revenues were $68.6 million compared with $75.9 million in the second quarter of 1993, with $3.3 million of the revenue decline attributable to the impact of divestitures made during 1993.

New Facility Harris Waste Management Group Inc. in Peachtree City, Ga., has opened a Hong Kong representative office in Wanchai.

Grundfos Pumps Corp., Clovis, Calif., has opened new regional centers in Dallas, Seattle and Clovis, Calif.

United Kingdom-based Volclay Ltd. and Colloid Environmental Technologies Co., Arlington Heights, Ill., have announced plans to build production facilities in Lovell, Wyo., and Wallasey, England.

SCAT Engineering, a division of ATI Inc., Delhi, Iowa, has rebuilt and expanded its facility.

Allied Waste Industries Inc., Scottsdale, Ariz., announced that the company's revenue for the second quarter of 1994 was $24.4 million compared to $14 million for the second quarter of 1993, and gross profits were $8.3 million compared to $5.4 million in the same quarter last year.
