Radian Corp., an Austin, Texas, international environmental and engineering firm, has opened Radian GmbH in Hannover, Germany.

The Northeast Division of CDM Federal Programs Corp., a subsidiary of Camp Dresser & McKee Inc., Fairfax, Va., now includes offices in: Bos-ton, Philadelphia, New York and South Plainfield, N.J. The Southeast Division, now headquartered in Oak Ridge, in-cludes offices in Atlanta, Ai-ken, S.C., and Paducah, Ky.

New Projects Stone & Web-ster Engineering Corp., New York, is providing engineering and design services for the construction of the Union County waste-to-energy facility in Rahway, N.J.

Alternative Remedial Tech-nologies Inc., Tampa, Fla., the 50 percent joint venture of Geraghty & Miller Inc., Plain-view, N.Y., has been selected to perform a full-scale soil washing project in the U.S.

Aspen Research Corp., New Brighton, Minn., and the Min-nesota Office of Waste Man-agement have formed a public/private partnership to research the feasibility of using wood waste and plastic to produce composite materials. Andersen Corp., Bayport, Minn., is the financial sponsor.

GEA Power Cooling Systems, San Diego, has completed the installation on its air cooled condenser for Ogden Martin Systems Inc., the builder and operator of the Union County Resource Recovery Facility in Rahway, N.J.

Permit The New York State Department of Environmental Conservation and the New York City Department of Environmental Protection have issued operating permits for the first commercial medical waste incinerator in New York City.

Restructuring Browning-Ferris Industries Inc., Houston, has reorganized its regional structure in the U.S. The reorganization includes adding new mangers for each market area, closing three regional offices, relocating one regional office and opening a new regional office.
