Portsmouth, Va., Burns Recyclables After Contract Ends with Recycling and Disposal Services
The city has been sending recyclables collected from residential recycling bins to Wheelabrator Technologies to be burned and transformed into steam energy and electricity that’s sold onto the grid.

More than a week ago, Portsmouth, Va.’s contract with Recycling and Disposal Services ended. And since then, the city has been sending glass, paper and plastic collected from residential recycling bins to Wheelabrator Technologies to be burned and transformed into steam energy for nearby Norfolk Naval Shipyard and electricity that’s sold onto the grid.
The city has yet to notify the public of the change, and it’s still seeking a new recycling processor.

As the city works to find a new recycling company to handle residents’ paper, plastic and glass, collections are being taken to the same spot as regular trash.
At Wheelabrator Portsmouth, recyclables have been burned since Nov. 4, the day the city’s contract ended with Recycling and Disposal Services.
In August, RDS told the city they did not wish to continue receiving the recyclables under their current contract, according to City Manager Dr. Lydia Pettis-Patton.
