Despite improved collection and processing efficiencies and better markets for recyclables, municipalities across the country are still at the mercy of roller coaster prices for secondary materials.

In hopes of alleviating this problem, the Chicago Board of Trade (CBOT) Recycling Partnership has launched the Recyclables Ex-change, a centralized electronic marketplace for buying and selling recyclable material, such as office paper and corrugated cardboard.
