New York -- Mayor Michael Bloomberg has released his first budget for fiscal year 2003, which would cut city departments by up to 26 percent to close a $4.76 billion deficit. Among other things, the new budget would cut the city's recycling program to save $57 million. The spending plan must be approved by the City Council, which is expected to reach a final agreement by June. The city's new fiscal year begins July 1.
