New York -- News sources are reporting that overflowing litter bins are upsetting civic leaders. Extra trash that will not fit in the stuffed trash cans is littering city streets, and the mess is being blamed on budget cutbacks in the New York Department of Sanitation (NYDS). The NYDS says in addition to budget cuts, the problem is worsened by an increased population and residents dumping household trash in the public bins. The NYDS tends to approximately 25,800 public litter bins throughout the five boroughs.
