South Carolina House Passes Anti-Waste Flow Control Bill

South Carolina’s House has passed its anti-waste flow control bill and sent it to the Senate.

House Bill 4721 passed the House in the South Carolina legislature by a 73-29 vote, according to the legislature’s Web site. The state’s Senate is considering a similar piece of legislation, Senate Bill 514. Both laws would prohibit waste flow control in the state.

Each bill would cancel out previous ordinances that restrict or prohibit waste disposal at any permitted solid waste management facility. It also applies to any recycling program impediments. The senate bill specifies county flow control restrictions that affect disposal or recycling outside the county.

The proposed “Business Freedom to Choose Act” would overturn a Horry County flow control ordinance that directs all waste collected inside the county to the county landfill in Conway, said Lisa Bourcier, public information director for the county, in an e-mail. Both the county and the city of North Myrtle Beach, which resides in Horry County, oppose the bills.
