The environmental cleanup of the 9,065-acre Sunflower Army Ammunition Plant site near De Soto has been stalled since 2011 because of higher-than-expected costs.
But negotiations aimed at resuming the cleanup and advancing the largest redevelopment project in the region’s history are edging forward due, in part, to plans for a new landfill on the site.
