Data Analysis Ranks "Dirtiest" Cities in America Based on 311 Complaints

HouseFresh recently analyzed 12.3 million sanitation-related 311 complaints spanning the last 365 days to calculate the Dirtiest Cities in America.
These inquiries, spanning concerns from waste disposal to recycling practices, culminated in a list of America's cities facing what HouseFresh considered acute sanitation challenges.
Baltimore topped the list. It racked up 47,295 complaints related to sanitation. In turn, Milwaukee boasted just 309 complaints connected to cleanliness conditions, making it the cleanest city in America.
Baltimore's zip code 21213 emerged as a hotbed of sanitation struggles. Houston's zip code 77546 was not just the cleanest in the city but also across the nation, with a tally of only 19 sanitary-related complaints.
HouseFresh added the following methodology notes to its data analysis:
Some cities were excluded as their 311 data did not include sanitary issues.
2. We only report results for cities with more than 250K population and where at least 50% of their sanitary complaints were mapped to a zip code.
3. We only report results for zip codes with more than 10 complaints and more than 10K population.
4. City-wide complaints per 100K population considers both mapped and unmapped sanitary complaints.
