Washington, D.C. -- The U.S. Environmental Protection Agency (EPA) has issued a proposed rule addressing research, development and demonstration variances for certain sections of the MSW Landfill Criteria. The rule was published in the Federal Register on June 10, and is open to a 30-day public comment period that ends August 9.

The rule proposes to add a new section to the landfill criteria to allow states to issue research, development and demonstration permits for landfill operations that vary with some parts of the criteria, as long as landfill operators demonstrate that the variances so not pose a risk to human health and the environment.

The Landfill Management Division of the Solid Waste Association of North America (SWANA), Silver Spring, Md., is developing comments and plans to submit them before the August 9 deadline. To submit comments with SWANA, contact Jim Walsh, SCS Engineers, at (513) 421-5353. E-mail: [email protected].
