Washington, D.C. -- President George W. Bush has named John L. Howard Jr. federal environmental executive. The Office of the Federal Environmental Executive helps tp promote, coordinate, assist and track the federal government's work in waste prevention, recycling, and the purchase of recycled and environmentally preferable products and services.
