Charleston, W.V. -- U.S. District Judge Charles Haden II has banned waste dumping from mountaintop coal mining projects into streams, countering a recent Bush administration decision to amend a clean-water rule to allow the disposal practice. In his ruling, Haden said that such a change would violate the federal Clean Water Act.
