Harold "Butch" Carter has been named chairman of the National Solid Wastes Management Association (NSWMA), Washington, D.C., a division of the Environmental Industry Associations (EIA), Washington, D.C. Carter is director of governmental affairs in Florida for Republic Services Inc., Fort Lauderdale, Fla., and vice president of Fort Lauderdale-based All Service Refuse Co.
