Environmental Engineer Senior
Salary Range: $1,844.00- $2,608.80 (bi-weekly)
Location: WALLACE BUILDING, DES MOINES
The Department’s Waste Management Assistance Bureau has an opening for an Environmental Engineer Senior in its solid waste permitting unit. This position functions as the unit’s lead worker and senior technical engineer on all solid waste permitting issues. Responsibilities include directing, coordinating, and reviewing the work of up to seven engineering and non-engineering staff, and facilitating cooperation between the permitting staff and solid waste comprehensive planning unit to ensure that permitting and planning decisions are coordinated. As senior technical engineer, this person makes recommendations to management staff on approval or denial of permit requests, and provides professional engineer endorsements of permits and supporting documents issued by the unit. In addition, this position reviews compliance issues with staff engineers and legal staff to identify circumstances requiring enforcement action, and is responsible for developing or coordinating the revision of administrative rules in cooperation with other staff and stakeholders. Other duties include writing technical reports, providing oversight on proper use and maintenance of the solid waste database and project tracking system, and serving as the lead reviewer on complex projects.
EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS: Graduation from an accredited four-year college or university with major course work in environmental, sanitary, civil or public health engineering and professional experience equal to three years of full-time work related to integrated solid waste management facilities engineering. Eighteen semester hours or the academic equivalent of graduate level course work in the disciplines noted above may be substituted for each year of the required experience to a maximum of two years. The successful applicant must be registered as a professional engineer by the Iowa Board of Engineering Examiners or be able to achieve such registration within one-year of assuming the position (873). In addition, candidates must hold a professional certification related to the position’s responsibilities, such as having completed SWANA’s Management of Landfill Operations course or a reasonable equivalency(ies). ABILITIES AND SKILLS: Knowledge of engineering principles and practices and their application to the construction and operation of solid waste management facilities; ability to read and understand plans and specifications such operations; ability to use computers and basic computer software products for managing data, analytical functions, and generating reports, tables, and charts; ability to present engineering and technical facts, data and conclusions clearly and concisely, both orally and in written documents; ability to develop, read, comprehend, and analyze laws, rules, reports, and technical documents related to solid waste management and disposal; ability to facilitate a team environment within the work unit; and, possession of a valid State of Iowa drivers license.
