Mesa operates under an enterprise system, and all funding for MSW services provided by the city is derived from user fees.

The residential fee of $14.25 is assessed monthly to all residences as a part of the water bill. The fee covers all direct and indirect costs, as well as a general fund contribution.

The fee to the residents did not change after the recycling program begins. Residents can request twice-per-week collection, but are charged an extra $10.00 monthly.
