"Yes - it is a significant problem, for a host of reasons. The ‘integrated waste management’ system in Kansas City is underfunded, primarily due to real and perceived ideas related to an earnings tax in 1970. Things have changed since then and alternative management needs to be available. Without convenient, reasonable and efficient alternatives in place, people begin to use their imagination … to make stuff disappear. Once it starts, it is difficult to stop."

Waste Management Announces New VPs
Houston — Waste Management Inc. has appointed Lawrence O'Donnell III executive vice president for the company's Western region, and David Steiner senior vice president, general counsel and corporate secretary.
Pennsylvania Awards Grant to Cleanup Tires
Harrisburg, Pa. — The Pennsylvania Department of Environmental Protection (DEP) has awarded more than $540,000 to Carbon Services Corp., Lehighton, Pa., to cleanup nearly half a million illegally dumped tires in piles across the state.
Clapp Named Head of FMCSA
Washington, D.C. — Joseph M. Clapp has been appointed by President George W. Bush to be administrator of the Federal Motor Carrier Safety Administration (FMCSA).
EPA Gives Grant To Reduce Emissions from Diesel Engines
Washington, D.C. – The U.S. Environmental Protection Agency (EPA) has awarded a $25,000 grant to Northern Arizona University to study air emissions and fuel consumption from idling diesel trucks in the Southwest, and to sponsor a workshop for owners and operators of diesel-powered vehicles.
New Hampshire Bans Trash-Burning
Concord, N.H. — Effective Monday, July 23, New Hampshire will ban residents from burning garbage in their yards in an attempt to cut down on cancer-causing pollutants emitted by trash fires. The state Department of Environmental Services says household trash-burning contributes about 17 percent of New Hampshire's dioxins. Residents still will be allowed to burn untreated wood, leaves, brush and certain paper products.
