  • Philadelphia-based PTR Baler & Compactor Co. has named Gregory Leon director of marketing and sales.

  • Mike Frizzell has been named president of the Farmington Hills, Mich.-based National Truck Equipment Association. He is president of Sacramento, Calif.-based Royal Truck Body — River City.

  • Toby Harris, marketing manager for Chattanooga, Tenn.-based Heil Environmental, has been appointed vice president of the Tenn. chapter of the Solid Waste Association of North America.

  • San Diego-based Kleinfelder Inc. has hired Scott S. Smith as a regional geotechnical engineer in its Reno, Nev., office. Clint J. Harris also has joined the company as manager of the firm's South Texas region.

  • Federal Signal Environmental Products Group (EPG), Elgin, Ill., has hired Dean Devore as vice president and general manager for the EPG parts business.

  • Wastequip Accurate, Erial, N.J., has appointed Ed Badinghaus as regional sales manager for western Ohio.

Before joining Waste Age as the magazine's managing editor, he was an associate editor for American City & County and for National Real Estate Investor.

Prior to joining Penton, Stephen worked as a reporter for The Marietta Daily Journal and The Fulton County Daily Report, both of which are located in metro Atlanta.

Stephen earned a BA in History from Rhodes College in Memphis, Tenn.
