SWANA Proposes Amendments in Support of RISE Act

In response to the federal Recycling Investment Saves Energy (RISE) Act of 2007, the Solid Waste Association of North America, Silver Spring, Md., has proposed amendments including a revision of the definition of recycling to include composting, the option of a tax credit as the alternative to accelerated depreciation, and a mechanism for the public sector to directly benefit from the financial incentives.

The bill, introduced by U.S. Sens. Olympia J. Snowe, R-Maine, and Tom Carper, D-Del., would promote recycling efforts by providing tax credits for purchasing recycling equipment. Specifically, it provides a 50 percent accelerated depreciation allowance during the first year for any new equipment installed beginning this year.
