If you traveled along highways near San Luis Obispo, Calif., in September, you may have noticed huge piles of litter on the roadsides. These piles are indicative of California's litter problems, and the state wants to do something about it. In fact, that's why California Department of Transportation (Caltrans) employees personally dumped the trash there.

Caltrans intentionally piled litter — including cigarette butts, food containers and plastic grocery bags — in specific locations to draw motorists' attention to the area's litter problem. In the first six months of this year, Caltrans spent $16,000 cleaning up roadside litter.

Hopefully, the trash piles weren't around long enough to encourage motorists to contribute to them.
