Nearly half of California’s jurisdictions are still aiming to meet the state’s 50 percent recycling goal. According to an article in The Press-Enterprise, many communities are struggling to meet the goal because of increasing development that generates more construction waste. The Sacramento-based Integrated Waste Management Board (IWMB) will monitor cities’ recycling programs and existing challenges, and could approve a rate reduction. However, if cities’ recycling rates fall below their current rates, they can still face a $10,000 per day fine until the 50 percent goal is attained.
