The Solid Waste Association of North America, Silver Spring, Md., has submitted comments and recommendations to Congress in response to a proposed national greenhouse gas program.

SWANA wanted to alert Congress to the fact that improved solid waste management practices can reduce the amount of greenhouse gases emitted, according to a press release. Among the recommendations made, SWANA would like to see the program be market based and should create financial incentives for energy recovery, recycling and use of municipal solid waste to develop alternative fuels.
