Anti-Scavenging Ordinance Passed in Atascadero, Calif.

Tuesday night, the Atascadero City Council passed an anti-scavenging ordinance.

Police say they've been getting more calls about people digging through garbage and recycling bins.

The new ordinance would make police responsible for responding to calls from residents and create penalties for people taking recyclables.
