Fall River, Mass., Pay-as-You-Throw Ordinance Headed for Another Showdown

Once again, the City Council is expected to vote on an amended solid waste ordinance that will include the city’s controversial pay-as-you-throw program.

During Tuesday night’s City Council Committee on Ordinance and Legislation, committee members voted 3-2 to send the modified law back for a second time to the full council for approval.

It was a repeat of a meeting earlier this month where, after several hours of debate, the ordinance committee voted 3-2 to move the amended ordinance to full council with an emergency preamble. It was voted down and sent back to committee.
