The Atlantic County Utilities Authority (ACUA) invites bids for an exciting waste conversion project in New Jersey. This initiative aims to develop a cutting-edge waste conversion technology at ACUA's solid waste complex. The selected proposer will have the opportunity to operate a facility with the capacity to process up to 1,000 tons of waste per day for a maximum of 25 years. This project aims to enhance or replace the current waste disposal systems and contribute to environmental sustainability. Bids must be received by October 26, 2023, at 4:00 PM. Project Goals:
ACUA seeks a qualified firm to develop a waste conversion project that can potentially supplement, enhance, or replace the existing solid waste and wastewater residuals disposal systems. The chosen proposer will be responsible for the entire project lifecycle, including financing, permitting, design, construction, operation, and maintenance of the facility. ACUA intends to replace its landfill and wastewater incinerator with a more efficient, sustainable, and environmentally friendly waste conversion technology.
Eligible Technologies:
ACUA is open to considering various emerging waste conversion technologies, including thermal (e.g., pyrolysis, gasification), biological (e.g., anaerobic digestion), chemical (e.g., hydrolysis), mechanical (e.g., material sorting), and combinations of these approaches. All proposed technologies must incorporate best available control technology (BACT) controls for managing air emissions. The ACUA is interested in both energy-producing technologies and those that create refuse-derived fuel (RDF). For RDF-based technologies without on-site energy conversion, vendors must demonstrate a viable market for selling the RDF.
Benefits and Resilience:
The ACUA aims to enhance the resilience of its infrastructure. Projects that can operate independently off the grid or through backup generation systems will be given extra consideration. Additionally, the ACUA prioritizes technologies that can convert not only municipal solid waste but also wastewater biosolids. While the primary goal is waste conversion, the ACUA prefers residue resulting from the process to be suitable for beneficial reuse, contributing to a circular economy.
