The Solid Waste Association of North America (SWANA), Silver Spring, Md., has issued a statement on flow control and the U.S. Supreme Court ruling in the United Haulers vs. Oneida Herkimer case. The SWANA board thought it was important to clarify its position as guidance to its members that might be considering flow control in their communities.
According to the statement, “SWANA recognizes flow control as an effective and legitimate instrument of integrated municipal solid waste management. To the extent it is allowed by law and after public discussion, including the consideration of economic, environmental and social impacts, and input from residents, businesses, and other interested parties, flow control can be implemented without unduly interfering with the free movement of municipal solid waste and recyclables across jurisdictional boundaries.”
