Judge Dismisses Suit Against Rapid City Over Landfill Abuse

U.S. District Court Judge Jeffrey Viken has dismissed the majority of the claims filed by former Rapid City landfill worker Randall Meidinger against the City of Rapid City and four city employees.

Those claims stem from the investigation against Fish Garbage Service and Meidinger.

Judge Viken’s ruling dismisses claims against the city, then–Police Chief Steve Allender, Lieutenant Peter Ragnone, Mayor Sam Kooiker, and then– landfill supervisor John Leahy. Viken ruled that all of those defendants were protected from lawsuits by qualified immunity.
