Two EPR Bills Introduced in New York

Proposals for extended producer responsibility (EPR) legislation are popping up across the country in states like Maine, Oregon and now New York. A nationwide legislation aimed at combating plastic pollution via source reduction and extended producer responsibility was also just announced.

In New York, two bills focused on printed paper and packaging were introduced on February 11, according to Resource Recycling. State Senate Bill S7718 would allow recycling rate and post-consumer content targets to be proposed by producers and approved by state regulators, while Assembly Bill A09790 would have an 80 percent collection target and 25 percent post-consumer content requirement.

Two bills have been introduced in New York State creating extended producer responsibility programs for printed paper and packaging.

State Senate Bill S7718 and Assembly Bill A09790 usher in the creation of EPR programs requiring producers to finance collection and recycling of curbside materials. They also mandate post-consumer content in new packaging.
