Carpet Industry's Recycling Arm Works Against Expanding Mandates

Legislation regarding the life cycle of rugs and carpets becomes a point of contention with members of a California organization called Carpet America Recovery Effort, or CARE, as New York and Illinois propose new laws on carpet waste.
The organization recently kicked two members off the board after they supported New York's proposed legislation. The law would create a new tax for the creation of carpets that would then be redistributed to collection and recycling companies that turn the waste material into marketable products. With California's carpet waste recycling rising to a level of 28 percent—19 percent above the national average—in part thanks to CARE, critics question the organization's decision to remove supporters of these laws across the country.
