The disposal of coal ash is a challenge due to the heavy metals inside of the material that is leached out by water and can contaminate groundwater. Due to this, the EPA has implemented strict disposal procedures to divert ash from landfills. As a way of diverting this ash, it can be used as the cement in concrete to build roads and foundations.
There is heavy debate surrounding the regulations regarding where this waste is allowed to go and whether or not the products and material it is recycled into are safe and useable.
