Following a decade-long crusade to implement volume-based fees, the city of Denver will start charging its residents based on the amount of trash they produce.
The city's recycling rate is currently 26 percent. The national average is 34 percent. The proposal, which was approved by city council, states that the policy will be enacted by January 2023.
Advocates say the measure will promote waste diversion, recycling and compost.
