Annoying Neighbor

Imagine placing your garbage can on the curb after dinner, only to find it perched on your front steps by morning. Residents of Cumberland, Md., have felt this frustration ever since their neighbor, Margie Hartman, grew sick and tired of people placing refuse on the curb too early and decided to take matters into her own hands.

For years, Hartman has been complaining to city codes enforcers about garbage being set out too early or all weekend, which in her opinion litters the neighborhood. She has even taken photographs of early-curbers to prove her point. City officials have suggested Hart join the city's Let's Beautify Cumberland Committee rather than prowling the streets for violators and leaving trash cans at neighbors' doorsteps.
