For Operation or Conversion of the Cobb County Compost Facility and/or Operation of the Cobb County Solid Waste Transfer Station:

The Cobb County Board of Commissioners is soliciting proposals to provide beneficial use of the Cobb County Compost Facility property and/or to operate the Cobb County Transfer Station. Proposals will be considered for both facilities or one facility. Respondents are not required to submit proposals on both facilities to be considered for the facility on which they do submit a proposal. The respondent must utilize the facilities in a manner that is financially and environmentally beneficial to Cobb County. The Compost Facility property does not have to continue to operate as a compost producing facility. However, the Transfer Station must continue to operate as a municipal solid waste disposal and recycling facility, and must continue to provide low-volume disposal services to the citizens of Cobb County. Alternate uses of the Compost Facility property such as materials handling, recycling, waste processing, disposal operations, warehouse and storage will be considered. The successful Respondent will report to the Cobb County Solid Waste Authority Executive Director, or designee. Cobb County has scheduled a PRE-PROPOSAL CONFERENCE on Tuesday, July 29, 2003 at 10:00 a.m. at the Purchasing Department Bid Room, 1772 County Services Parkway, Marietta, Georgia. This conference will be utilized to answer questions regarding the RFP. Written responses to questions accepted by the County at the Pre-Proposal Conference will be distributed to all parties receiving the RFP.
