Harrisburg — Pennsylvania Department of Environmental Protection (DEP) secretary David E. Hess placed the first Waste Hauler Authorization stickers on Lancaster County Solid Waste Authority garbage trucks as part of its new state law requiring all municipal and residual waste haulers using waste disposal and processing facilities in the state to obtain authorization to use these facilities. The Waste Transportation Safety Act went into effect in June 2002.
