Progressive Waste Withdraws NYC Proposal

Progressive Waste Solutions Ltd. announced that its subsidiary, IESI NY Corp., has withdrawn the proposal it submitted in response to a request for proposals issued by the City of New York for municipal solid waste management transportation and disposal services.

The situation in Seneca has been rife with conflict in recent months. In November, the Seneca Meadows Landfill and the New York City Department of Sanitation tentatively agreed on a $3.3 billion contract that would bring garbage from the city to the landfill by rail.

Not long after, opposition began to mount. This has affected a permit renewal process that’s underway that would extend the current operator’s permit to 2027. Local residents are concerned about the amount of trash that is coming up to Seneca Meadows.

Even local officials have become a roadblock, with a proposal now being discussed to ban construction of new solid waste facilities in the town. (The proposal led to approximately 50 Seneca Meadows Landfill employees showing up to the Seneca Falls Town Board where the proposal was discussed.)

So amid all that, along with its pending merger with Waste Connections, Progressive is bowing out.

According to a press release:

After a thorough evaluation of a number of factors, including local government opposition to the rail hauling of waste to the Seneca Meadows Landfill, the Company and its pending merger partner, Waste Connections, Inc., believe it can no longer commit to meeting certain terms of the proposed New York City contract. Notwithstanding this withdrawal, Progressive Waste Solutions remains committed to serving its current customer base across the United States and Canada, including its existing operations in New York State.
