Utah Bill 171 Seeks Less Regulation for Metal Recyclers

Utah's scrap metal recycling facilities are pushing for changes to legislation when it comes to who can regulate the industry and what can be regulated.
Senate Bill 171 states that a person who recycles an engine block is not required to remove the used oil filter on that engine block. It also makes it so no local board of health can regulate a crusher, dismantler or scrap metal processor.
In 2012, inspectors with the Department of Environmental Quality, noticed violations at Western Metals Recycling.
DEQ's Director of Solid and Hazardous Waste Scott Anderson explained, "Our inspector found that there was used oil that had been released to the ground and we were concerned about that."
